Curaçao gaming licences, explained through the register

The Curaçao Gaming Authority grants Curaçao gaming licences under the LOK, in force since 24 December 2024. Its registry edition of prints 666 rows. Companies hold them, never casino brands.

An overseas licence is not permission to offer gambling in Great Britain. It does not guarantee a payout.

CGA notice
A CGA notice of 7 October 2026 says the availability of the current digital seal “will be affected”, with an alternative mechanism to follow “shortly”. It gives no date for that mechanism. The change “does not affect the validity of existing licenses”, it says, and further information is targeted for no later than 9 October 2026.

Curaçao’s reform came in dated stages:

  1. The CGA begins a phased reform of online gaming.

  2. The New Online Gaming Policy takes effect, per the registry heading.

  3. The LOK comes into effect.

  4. Version date of the CGA compliance and enforcement policy.

What is a Curaçao gaming licence today?

One company, one CGA licence. In the registry it carries an OGL/ or CGA/ number, followed by the licensee’s company details.

The name changed with the LOK. Since then the Gaming Control Board is referred to as the CGA, “a more independent organization in relation to online gaming”.

Licence number forms

Registry licence numbers take 2 forms:

  • OGL/ plus a year and 2 numbers: 626 rows in the current edition. Of those, 18 date from 2023 and 608 from 2024.
  • CGA/ plus a year and 2 numbers: 40 rows, 39 from 2025 and 1 from 2026.

Each number is quoted whole. Company type has its own column:

  • B2C: 571 rows.
  • B2B: 95 rows.

For B2C licensees, the certification policy describes “continuous monitoring” of domain ownership, terms and conditions and responsible gaming measures. Money is on it too. One item reads “Confirmation that player funds are properly safeguarded in a segregated or federated account”.

Effect on a withdrawal: none directly. The policy describes supervision, and the CGA still plays no part in a payout dispute.

What happened to licences under the old law?

They sit under transitional rules. The old law, the LBH, “remains relevant based on the transitional provisions” of LOK article 15.1, the CGA says.

  • Old law: National Ordinance on Offshore Games of Hazard (LBH).
  • CGA role under it: licensing the sector for the Minister of Finance, from March 2020.
  • Registry scope: “Licenses Granted under the New Online Gaming Policy (Effective November 15, 2023)”.

Legacy numbers in casino footers

Numbers such as 1668/JAZ, 8048/JAZ or 365/JAZ are footer claims in the old form. No current row uses it.

Licence File quotes such a number as the casino’s own wording, dated by its archive copy. MyStake’s footer is one example. Its claims, first seen to last seen:

  • 24 November 2020: OnyxioN B.V., registration number 151296, under licence No. 1668/JAZ issued to Curaçao eGaming.
  • 11 October 2022: Santeda International B.V., with the same registration number.
  • 4 March 2024: 1668/JAZ last seen in an archived footer.
  • 27 March 2024: an Anjouan licence, ALSI-072403002-F17.
  • 17 June 2024: Santeda International B.V. “pending application by the GCB”.
  • Latest footer: GTW B.V., company number 165433, licence OGL/2024/250/0115.

Searching the Anjouan register for ALSI-072403002, the number in that footer, returned 0 rows. OGL/2024/250/0115, the licence that footer gives, belongs to GTW B.V. in the CGA registry. Anjouan has its own licence hub.

Who issues and supervises Curaçao licences?

Both fall to the CGA. Licensing and supervision continue under the LOK, now “through alternative arrangements”, the CGA’s notice says.

Seal types

There are 2 seal types. The certification policy says they “are not interchangeable”:

  • Certificate of Operation Seal: issued “exclusively to B2C operators”, for player-facing sites on an approved and registered domain.
  • License Certificate Seal: for B2B and B2C licensees on a corporate site, and “not domain-specific”.

Portal notices

The CGA posted 4 portal notices, each dated in the Curaçao check guide, the first on 17 September 2026. Its final notice says the online gaming portal will not return. Between checks, each Curaçao page on Licence File keeps the date of its last check and that day’s mechanism state.

How do you read a Curaçao register entry?

Read it as a company record. Each row holds one licence. It names the licensee, never a casino or domain.

Its overviews “do not guarantee the current validity of the licenses”, the register page warns. Each row is quoted by edition.

What each field means

  • Licence number: the number a footer and a certificate page should repeat.
  • Licensee: a company, never a casino brand.
  • Company type: B2C or B2B.
  • Company number: the Curaçao company registration number.
  • Issue and expiry dates: the registry’s own dates, which can differ from a certificate’s grant date.
  • Status: “Assessment in progress”, “Indefinite”, “Expired”, revoked, or left empty.

Past expiry dates are common. Of the rows not marked revoked, 342 print an expiry date before the current edition’s date.

Of those, 281 read “Assessment in progress”. Licence File quotes that status without judging it, and never reads it as a finding against the operator.

Registry editions

Licence File keeps 4 registry editions:

  • 15 October 2025: 598 rows.
  • 31 August 2026: 662 rows.
  • 21 September 2026: 665 rows.
  • The current edition: 666 rows.

Row counts only rose. Between the last 2 editions, the CGA added 1 licence and removed none, changed 4 statuses and moved 10 expiry dates.

Which actions can the CGA take against a licensee?

Anything from an instruction to revocation. Its enforcement policy of 31 March 2026 lists these measures:

  • Instruction.
  • Order under administrative coercion.
  • Order subject to a penalty.
  • Administrative fine.
  • Suspension, revocation or amendment of the licence.
  • Referral to the Public Prosecution office.

It calls this an “escalation ladder”. On that ladder, measures “become increasingly drastic as the offender does not remedy the violation”.

Enforcement register

  • Last updated: 14 September 2026.
  • Licences listed: 32, of which 31 revoked and 1 not extended.
  • Effective dates: 11 June 2024 to 10 July 2026.
  • Scope, in its own words: it “does not include all enforcement measures taken by the CGA”.
  • Public warnings, a separate page: 7 notices, 30 January to 17 July 2026.

Only OGL/2024/157/0993, Rozairo N.V., also has a row in the current registry edition. The registry prints it as revoked as of 8 December 2025, at the operator’s request, like all 50 revoked rows. Its enforcement entry says 25 November 2025.

Searching the enforcement register for 6 licence numbers on file returned 0 matches. Santeda’s and GTW’s are among them.

Which brands have we checked under Curaçao licences?

Every brand gets 2 checks. One is its CGA certificate page, the other the registry row for the licence it names, each dated.

Certificate and registry dates differ. Both licences show it. Licence File quotes each with its own date and the document it came from, and ranks neither.

Where does a Curaçao payout complaint go?

A complaint starts with the casino’s licence holder and can move on to an approved ADR provider. The CGA stays out.

It “does not handle individual complaints against gaming providers”. Its online gaming page adds that the CGA is “not a civil court” and “cannot order gaming operators to compensate players”.

Complaint steps under LOK article 5.3, in Licence File’s translation of the CGA’s unofficial consolidated text:

  1. Licence holder: complain free of charge within 6 months of the incident. Written receipt is due within a week, a reasoned decision within 4 weeks.

  2. Dispute resolution: take an open complaint to the licence holder’s ADR provider, at the licence holder’s cost.

  3. Breach report: send signs of a possible LOK breach to complaints@cga.cw. The CGA “will not disclose the status of any investigations or actions taken”.

Approved dispute resolution providers

The CGA’s list of certificate holders under LOK article 5.17, last updated 31 August 2026, names 7 ADR providers:

  • Resolvo Curaçao N.V, CGA/ADR/2025/04, from 16 January 2026.
  • ADR Curaçao B.V., CGA/ADR/2025/06, from 16 January 2026.
  • Cadre BV, CGA/ADR/2025/01, from 9 February 2026.
  • EGIS-FZCO, CGA/ADR/2025/03, from 9 February 2026.
  • ABC-ADR Limited, CGA/ADR/2025/02, from 20 March 2026.
  • iGamingADR Limited, formerly Blue Sea Limited, CGA/ADR/2025/05, from 7 April 2026.
  • “Independent Betting Adjunction Service Lt(IBAS)”, CGA/ADR/2026/01, from 27 August 2026.

Each certificate runs 3 years. The list also names 5 test laboratories.

Effect on a withdrawal: an ADR provider hears the dispute at the licence holder’s cost. The CGA cannot order a payout.

Questions on file

Does a Curaçao licence restrict countries?

None are listed. The CGA pages and LOK articles on file name no restricted countries or jurisdictions. Each casino’s own terms carry any such list, and a missing country is no sign of acceptance.

How many Curaçao licences are there?

Count numbers, not rows. The current registry edition holds 665 distinct licence numbers in 666 rows. In that edition, OGL/2024/1397/0784 is printed twice.

Does one Curaçao licence cover several casinos?

The registry cannot say, because it has no domain column. Certificate pages can. Each names one domain and the licence behind it.
