Licence File

Offshore casino licences, checked against the register

Licence File matches each offshore casino’s licence claim to a regulator’s register row and to its seal link. It also reads withdrawal terms. Each page says when its records were read.

An overseas licence is not permission to offer gambling in Great Britain. It does not guarantee a payout.

Documents on file, newest at the top:

  1. The CGA’s latest notice, on its seal and online gaming portal.

  2. The CGA’s registry edition, still the current one.

  3. CGA enforcement register, last update.

Card labels

Cards carry no offers and no scores. Each label names the register behind the brand, or what the dated search found:

  • “Curaçao licence, register row”: a Curaçao registry row lists the brand’s company.
  • “Anjouan licence, register row”: an Anjouan register row lists the brand’s domain.
  • “No register row, certificate or seal page names it”: the dated searches found none for the brand or its company.

Register rows, casino pages and terms on this page were checked on , unless another date is shown.

What does Licence File check?

5 records per casino, each one dated. Together they say who holds the licence, what the regulator lists for it and what decides a payout.

  • Footer claim: the company, licence number and regulator the casino names for itself.
  • Seal check: whether the seal opens a regulator page naming the casino’s own domain.
  • Register entry: the licence row, with its status words quoted exactly.
  • Mechanism state: whether the seal links and the register search worked on the check date.
  • Terms: the withdrawal clauses in a dated copy of the casino’s terms.

Casinos are called sisters only when a dated record names one licensee or one licence for both. Each step is on the method page.

Effect on a withdrawal: no record here promises a payment. The CGA “cannot order gaming operators to compensate players”.

What sets a Curaçao licence apart from an Anjouan one?

What each register lists. Curaçao’s registry has no brand or domain column, while Anjouan’s lists domains on each row.

On file Curaçao Anjouan
Regulator Curaçao Gaming Authority (CGA), formerly the Gaming Control Board Anjouan Gaming Authority, naming the Anjouan Offshore Financial Authority as competent authority
Law National Ordinance on Games of Chance (LOK), in force since 24 December 2024 Legislation of 2005, including the Anjouan Computer Gaming Licensing Act
Register size 666 rows, current edition 1,543 rows
Status words 283 “Assessment in progress”, 209 “Indefinite”, 58 “Expired”, 50 revoked, 66 with no status “Valid” on every row, 339 of them past their expiry date
Enforcement lists 32 licences on the enforcement register, updated 1 suspended, 2 revoked

Anjouan’s status page uses “Active”. “Only entities with an Active licence status are authorised to conduct licensed internet gaming activities”, it says.

Complaint routes

Neither regulator settles a player’s dispute. A complaint takes 2 steps, and each licence page gives the deadlines and ADR costs (Curaçao complaint route, Anjouan complaint route):

  • The casino answers it first.
  • An alternative dispute resolution (ADR) provider comes next.

Anjouan adds a limit. Complaints from players in excluded territories are “not subject to regulatory review”. The United Kingdom was on that list on the validator page.

How can you check a licence yourself?

Start from the seal on the casino’s own site and look for 3 things:

  • The seal opens a regulator page.
  • That page names the domain you are on.
  • The licence number is the one the regulator lists.

The Curaçao licence check and the seal guide take each step in turn. Anjouan’s validator results are on the Anjouan licence page.

Seal state at the last check

The last checks found 2 things that change how a check reads:

  • Curaçao: The CGA’s notice listed above says the availability of the current digital seal “will be affected”, with an alternative mechanism to follow “shortly”. It gives no date for that mechanism. The change “does not affect the validity of existing licenses”, it says, and further information is targeted for no later than 9 October 2026. A certificate address carries a coded token instead of the domain name, so it cannot be typed in. Older cert.gcb.cw links redirected to cert.cga.cw.
  • Anjouan: a seal link a day old showed an expiry warning, so only a freshly opened link counts.

How is every claim dated and sourced?

By document and by date. Each line names its document. An archive copy carries its own date, as first seen or last seen.

Both registers carry warnings of their own:

  • CGA overviews: they “do not guarantee the current validity of the licenses”.
  • Anjouan register: it “may not reflect changes that have occurred since the most recent update”.

Dates on one Curaçao licence

Rolletto’s licence carries 4 dates. They sit in 2 CGA documents.

  1. Grant date on the CGA certificate page for rolletto.com, copy of 1 October 2026, status “Active”.

  2. Issue date on the registry row for Santeda International B.V.

  3. Expiry date on the same row.

  4. Registry edition, still giving “Assessment in progress”.

That row was already in the earliest registry edition on file, of 15 October 2025, with the same company and licence number. Rolletto’s own footer names the same company, Santeda International B.V., and licence OGL/2024/1798/1048. It carried no certificate link.

Records change between checks. None of the 4 dates is merged into one status, and the sources page lists every document with its date.

Questions on file

How do you check if a casino is legit?

Through its records, not its reputation. Warnings lists are one such record. The CGA’s public warnings page listed 7 notices, dated 30 January to 17 July 2026.

What happens when an Anjouan licence is revoked?

It “is permanent”. Its URLs are “permanently blocked” too, and the former holder “will not be considered for licensing in the future”. Of the 2 revocations listed, one gives “Fraud” as its reason, the other “Illegal sublicensing”.

Does the Anjouan register list suspended licences?

Separately. One suspended licence was listed on its own page, and the register table did not include it. Its reason: “Failure to participate in ADR”.

What does the CGA enforcement register cover?

Only status changes. Revocations are one example, and the register “does not include all enforcement measures taken by the CGA”.

Where can you get help with gambling?

A licence check can’t tell you when gambling has stopped feeling like fun. If you want to talk, ring 0808 8020 133 for GamCare’s National Gambling Helpline. It costs you nothing.

Blocking software on your phone or laptop can help you stay away, and so can GAMSTOP’s self-exclusion scheme. Licence File is written for adults, 18+ only. The safer gambling page has more support for you.
